ChainCatcher 消息，据 CoinDesk 报道，位于美国华盛顿的 DeFi Education Fund（DEF）在回复英国金融行为监管局（FCA）关于加密资产活动监管咨询文件时表示，监管义务应仅适用于对用户资产或交易拥有“单边控制权”的主体，而不应仅因开发或参与去中心化协议就被视为中介机构。
DEF 主张“控制”应与可单方面发起或阻止交易、修改协议参数或排除用户等具体操作权限挂钩，并警告若将中心化交易平台的审慎监管、报告和平台准入等要求，以及完整反洗钱义务直接套用到自动化、非托管的 DeFi 协议上，将在结构上难以匹配。
