据白宫官员透露，美国总统特朗普签署了一项行政命令，旨在保护美国军方所需的元素磷以及美国农业生产常用的草甘膦类除草剂的国内供应。
特朗普于周三签署的这项行政命令援引《国防生产法》，以保障这两类材料的国内供应链。
白宫在声明中表示：“该命令认定，以上任何一种关键材料的供应中断，都可能使我们的国防工业基础和粮食供应暴露于敌对外国势力的风险之下。”
该命令指示农业部长布鲁克·罗林斯与国防部协商，跟进相关法规和其他措施，以确定适当分配必要的物资，确保产品的持续供应。
白宫表示，这两种材料的国内生产商只有一家，而农业工作者已警告政府，总统对进口除草剂和化肥征收的关税正在推高农作物成本。
罗林斯在一份声明中表示，“如果我们的农民依赖其他国家提供关键投入品，尤其是我们的外国敌对国家，我们将无法实现粮食自给。特朗普总统再次履行了他提高美国农业经济效益的承诺。”
周三的行政命令并非特朗普首次援引《国防生产法》。去年，特朗普签署行政命令，允许利用该法扩大国内矿产生产能力、发展国家海事产业和核燃料管理。
