报告指出，非法实体通过稳定币接收约 1410 亿美元（五年最高），但主要高度集中于制裁规避和大规模洗钱网络。制裁相关活动占所有非法加密流动的 86%，俄罗斯关联的卢布挂钩稳定币 A7A5 处理了 720 亿美元非法流入（占主导）。尽管绝对非法金额上升，但占比下降反映合法使用（如支付、结算）爆炸式增长：2025 年多次月交易量超 1 万亿美元。TRM 强调，稳定币已成为核心基础设施，而非法活动高度集中于特定网络（如 A7A5 生态），主流稳定币（如 USDT、USDC）非法比例极低。
