知情人士称，菲利普斯66、西特戈石油公司等美国炼油商希望直接从委内瑞拉国家石油公司购买重质原油，以最大化利润。他们不打算通过贸易公司或美国石油巨头雪佛龙来采购。托克贸易和维多石油公司已于今年1月获得首批委内瑞拉石油对美出口许可，这是加拉加斯与华盛顿达成的20亿美元协议的一部分。雪佛龙自去年起持有在委内瑞拉运营和运输的授权。
美国炼油商此前一直从上述三家公司及其他国家购买原油。自美国总统上月底签发通用许可证，授权从该欧佩克成员国扩大石油进口后，买家群体将逐步扩大。
三位消息人士证实，作为美国主要炼油商，菲利普斯66一直在寻求内部批准，以直接从委内瑞拉国家石油公司购买原油。其中一位消息人士称，一旦准备就绪，该公司计划租用油轮在委内瑞拉国家石油公司码头装载原油。由于商业敏感性，消息人士要求匿名。
菲利普斯66发言人拒绝就“商业活动”置评，但表示该公司位于墨西哥湾沿岸的炼油厂能够加工多种原油，获得重质油渠道是有价值的商机。上个月，该公司以比布伦特原油每桶低9美元的价格购买了委内瑞拉石油。
