　　美国财政部外国资产控制办公室当地时间2月25日公布的一份解读指引显示，该机构将实施一项许可政策，允许把产自委内瑞拉的石油转售给古巴非政府部门。

　　负责执行美国对外经济制裁的外国资产控制办公室称，可能获得批准的交易必须用于“支持古巴民众、包括私营部门”，比如，用于古巴商业和人道主义用途的出口。这一许可政策不涵盖涉及与古巴军方或政府机构个人或实体的交易。

　　委内瑞拉长期以来是古巴最大的石油供应国。美国1月初对委内瑞拉发动军事打击、强行控制委总统马杜罗后，通过设立专门账户等方式，对委内瑞拉石油出口实施严格管制。

　　美国长期维持对古巴的制裁，并在今年初启动新一轮石油封锁。美总统特朗普1月29日签署行政令，威胁对向古巴提供石油国家的输美商品加征从价关税。古巴旅游业以及民生领域受到冲击。古巴政府已公布燃料限购等系列措施加以应对。（总台央视记者 马天静 宫祥诚 吴汉婴）
