近日，据知情人士向运营商财经网独家透露，在2025年全年，中国电信ICT项目列收情况不乐观，一半以上省公司列收都下滑，看来该项业务发展确实不好干。
据悉，去年全年，中国电信ICT项目协议级计划列收为600多亿元，同比增幅不足1%。这之中，只有14家省公司同比实现正增长，还有17家省公司同比负增长。
ICT项目列收也就是项目登记入账、记录在财务报表或账簿中的过程。简单来说，就是把企业或单位在经营活动、业务开展等过程中获得的各类收入，按照一定的会计规则和流程，正式记录到财务系统中，以便准确反映财务状况和经营成果。
然而，中国电信就有一半以上省公司ICT项目列收下滑。足以看出，当前中国电信ICT项目发展形势严峻。
运营商财经网通信业务部主任刘慧敏表示，运营商政企项目服务周期普遍较长，政企客户付款周期也会相应拉长，这也增加了回款难度，导致坏账、呆账规模进一步扩大。与此同时，运营商早前为了抢夺市场，又一味追求“价格战”。在这样的境遇下，运营商政企市场发展进入“寒冬”也属正常，如今关键的是如何“回暖”。
