** Stock hits highest since December 9
** Rare earths and copper miner enters into an exclusive option agreement to buy high-grade, district scale fluorspar projects in Nevada, US
** Co says fluorspar's status as a designated U.S. critical mineral makes the acquisition a compelling opportunity given the United States' import reliance and prioritization of greater domestic production
