快科技3月4日消息，针对AI生成内容可能引发的虚假信息传播和侵权问题，多位全国人大代表在今年两会期间明确提出建议，呼吁建立“不可去除的数字水印”制度，要求所有AI生成内容强制添加永久性标识。
全国人大代表、山东省音乐家协会名誉主席刘晓静指出，AI换脸、拟声技术已被用于诈骗、侵权和制造虚假信息，她建议建立 “AI生成内容强制标识制度”，要求视频、音频等AI生成内容必须嵌入不可去除的数字水印，以保护原创者权益、保障受众知情权，并为监管部门提供溯源依据。
在此之前，诺比尔文学奖获得者莫言也曾提出类似观点，建议AI生成内容应加上“无论用什么技术手段都抹不掉的水印”。
据悉，数字水印是国际公认的AI内容监管手段，显性水印便于公众识别，隐性水印可防止恶意篡改，并为跨平台追踪提供支持。
2025年9月1日，我国《人工智能生成合成内容标识办法》正式施行，要求所有AI生成的文本、图片、视频等内容必须添加显性或隐性标识，目前490余个大模型已完成备案，抖音、腾讯、DeepSeek等平台已执行该规定。
