ChainCatcher 消息，据市场消息，俄罗斯正计划通过立法手段将加密货币交易全面纳入受监管的“合法基础设施”中，通过授权商业银行及经纪商主导数字资产运营，建立一套与全球主流市场高度隔离的国内合规交易体系。
俄罗斯央行行长 Elvira Nabiullina 在信贷机构年度会议上提议，允许符合条件的商业银行和经纪公司通过备案程序获得加密货币交易许可，利用其现有的反洗钱（AML）体系监控资金流向，并限制银行对该类资产的风险敞口不超过资本金的 1%。
根据国家杜马金融市场委员会的草案，新规预计将于 2026 年 7 月 1 日前准备就绪，目标是改变目前数字资产法律状态不透明的现状，将分散的 P2P 交易引导至受监管的国内平台。分析指出，随着欧盟及美国对俄制裁的深化，俄罗斯此举意在打造一套“自给自足的合规内循环”。
