路透伦敦3月4日 - 国际清算银行$(BIS)$负责人Pablo Hernández de Cos警告称，各国监管机构在放宽金融危机后针对银行实施的监管规则时应格外谨慎，否则可能引发破坏金融稳定的“竞相放宽标准”局面。
美国特朗普政府正着手放宽2008年金融危机后达成的一系列银行监管规则，此举促使其他国家监管机构采取行动，却令全球监管者担忧监管体系出现碎片化。
de Cos周三在发表演讲时表示，尽管对于诸如资本缓冲可用性、“AT1”债券的作用等规则存在讨论空间，但采取行动前应基于全球监管论坛的研究成果进行"审慎分析"。
“一个开放的全球金融体系需要全球统一的审慎监管标准。若此环节出现失误，可能导致监管碎片化、监管套利，并可能出现削弱金融体系韧性的‘竞相放宽标准’局面，”他在日内瓦的演讲中说。
在美国，监管机构正推进调整杠杆规则、压力测试以及对全球系统重要性银行的附加资本要求。
英国自金融危机以来首次下调指标资本要求。欧盟则提议简化监管规则，同时维持资本水平不变。(完)
