【#2026年中央和地方预算草案公布# #今年继续发行1.3万亿元超长期特别国债#】2026年中央和地方预算草案今天（6日）公布，今年赤字率计划按照4%左右安排，一般公共预算支出规模达到30万亿元。今年，我国将保持相当规模的新增政府债务，并适当调整结构：拟安排地方政府专项债券4.4万亿元，完善专项债券项目负面清单管理和自审自发试点，重点支持建设重大项目、置换隐性债务、消化政府拖欠账款等。今年继续发行1.3万亿元超长期特别国债，安排超长期特别国债资金8000亿元用于“两重”建设，2000亿元用以支持大规模设备更新，2500亿元用以支持消费品以旧换新。#2026两会财经观察#
