罚单显示，中国人寿保险股份有限公司通化支公司的主要违法违规事实为：个人保险代理人培训不到位、给予投保人保险合同约定以外的其他利益。
针对以上问题，国家金融监督管理总局通化监管分局对其警告并罚款7.4万元，对孙翠婷、徐岩警告并罚款共计1.6万元。
