Let’s get more on oil from Thierry Wizman, global FX and rates strategist at Macquarie Group. Thierry, thanks very much for joining us.THIERRY: My pleasure, Roger.ROGER: Four hundred million barrels sounds like a lot. Will this make a difference?THIERRY: It can make a difference at the margin. Four hundred million barrels is about four days of global oil production. It’s about 16 days of what flows out of the Persian Gulf on a daily basis. Sixteen days is not trivial. If you believe the war may only last for a few weeks, then certainly you’ve got a lot of coverage with 16 days.But I want to stress here that this is only one measure governments can take to lower oil prices. There are other measures to blunt the impact on consumers. One of them is to reduce excise taxes in the U.S., either at the federal level or the state and local level. We could also see a relief of sanctions on Russia that could release some of their stranded oil, which is in tankers. So there are a few things. I would treat this as one of a set of measures governments can use to blunt the impact. It is not trivial, but it’s not huge either.ROGER: Have you heard of any countries easing taxes or doing anything to that effect?THIERRY: There has certainly been chatter in the U.S. You can see policy analysts talking about that as a potential solution. But keep in mind, if you look at the average gallon of gasoline in the U.S., about 50 to 60 cents of maybe a $4 price is taxes. Again, that is not trivial. It doesn’t mean all of it will be taken off, but if half is taken off, at least temporarily, that could blunt the impact to some extent, politically and economically, for households.Not all of those taxes are federal taxes. A lot of them are state and local taxes. So many of these decisions would have to be made at the state and local level, and maybe that’s why there isn’t a coherent or concerted effort to move along with this. But I can certainly see that if oil prices and gasoline prices stay high for a while — say beyond a few weeks — some states could consider doing this.ROGER: And then, of course, they’d have to make it up. I guess the other question is going back to the 400 million barrels — would they do another release if this looks like it might drag on, or would they be hesitant? I think they did it in 2022. They did two releases, right?THIERRY: Yes. I see this as a political decision. These are policymakers, and policymakers are always concerned about voters — especially in the U.S., where there is a midterm election coming up. I would think that, given the political considerations around keeping gasoline prices from rising too much and suppressing increases in oil prices, they might do a second round.Keep in mind this is also useful from the perspective of market psychology. If you are worried that reserves could be released again, you’re unlikely to bid the price of oil too high because you might get hit by an increase in supply. So simply keeping the possibility out there could be almost as effective as actually doing it.ROGER: In your notes you talk about crude oil behaving like a meme stock during this conflict?THIERRY: Yes, that’s a reference to the volatility. The volatility is associated with the high level of prices. What we should continue to expect over the next few weeks — in part because I do not believe this war will be over very soon — is that the price of oil will stay high and be very headline-sensitive.It depends, of course, on what you mean by very soon. But if we’re talking about three more weeks rather than three more days, the price of oil will remain elevated. The most important consideration is the market’s view of how long this war will last. If the war is expected to last a long time, you will see prices stay high simply because buyers will hoard oil. It doesn’t have to be an outright supply disruption to keep prices high, although currently there is a disruption in transportation that is contributing to higher prices.ROGER: Is this making other oil sources more appealing — places like Venezuela, Canada or South America?THIERRY: Oil is oil. The varieties are distinct mainly because some are more expensive to refine than others. But I do think there was some planning ahead of this conflict. The actions the U.S. took in Venezuela to secure Venezuelan oil and allow it to flow more readily were probably taken as a precaution, or in anticipation of the possibility of a U.S.-Iran war. So yes, the U.S. government is likely looking for other sources. In fact, it secured another source ahead of this war.ROGER: And further south — Brazil, Colombia — and you mentioned South Africa as well.THIERRY: South Africa generally benefits when commodity prices rise. What’s interesting is that the increase in oil prices has driven other commodities higher as well. So to the extent South Africa is a commodity producer, it’s helping the terms of trade.But you’re absolutely right to highlight Latin America. It’s one of the regions where oil production has increased significantly over the past few years and where more discoveries have been made — Argentina, Guyana and Brazil, for example, in its pre-salt formations. Production in Brazil has increased about 20 per cent since 2022. So every dollar increase in the price of crude helps those countries that are producing more oil today.ROGER: We’ll have to wrap it up there.
