ChainCatcher 消息，据财新网报道，全国人大代表付喜国提交关于加快修订出台《中华人民共和国中国人民银行法》的议案，当前数字人民币缺乏明确法律规制，发行流通与风险防范面临法治空白，导致央行在履行发行管理职责时缺乏法律依据，难以有效保障数字人民币流通安全与金融消费者权益，修订《人民银行法》应当明确数字人民币的法定货币地位，明确央行作为数字人民币发行主体的核心职责。
新《人民银行法》还应将伪造、篡改数字人民币等行为纳入法律规制范围，明确相应的法律责任与处罚标准，保障数字人民币流通安全。
