消息面上，两会政府工作报告首次提及算电协同和绿色燃料，实施超大规模智算集群、算电协同等新基建工程，加强全国一体化算力监测调度。国泰海通证券指出，中国能建聚焦“AI+能源电力”“AI+产业融合”系统发力，积极发挥公司“数能融合” 和“算电协同”优势，深度参与全国“东数西算”八大节点区域算力枢纽中心建设。
研报指出，中国能建在甘肃庆阳、宁夏中卫、安徽芜湖、广东韶关、山西大同、北京经开区等多个枢纽节点投资或布局了数据中心项目，其中甘肃庆阳“东数西算” 源网荷储一体化智慧零碳大数据中心园区示范项目总投资约41亿元（含算力投资、不含配套新能源投资）。
