罚单显示，中国人寿保险股份有限公司宁城县支公司的主要违法违规事实（案由）为：未能防范非法集资风险；未如实记录保险业务事项。
针对上述违法违规行为，国家金融监督管理总局赤峰监管分局对其罚款70万元；对中国人寿保险股份有限公司宁城县支公司临时负责人、经理郭建军，警告并处罚款3万元。
