欧盟委员会主席乌尔苏拉·冯德莱恩表示，降低核能在欧洲电力生产结构中占比的决定是一个战略错误。
她在巴黎一次核能活动上发表演讲时说：“这种核能占比的降低是一个决定，我认为欧洲背弃这种负担得起、可靠且低排放的电力来源是一个错误。”
她表示，1990年，欧盟三分之一的电力依赖核电。如今，这一比例仅为15%左右。
她补充说，欧盟希望刺激小型反应堆的发展，以减少欧洲对化石燃料进口的依赖。
“我们正在见证全球核能复兴。”冯德莱恩在宣布欧盟提供2亿欧元（合2.33亿美元）投资担保以鼓励投资开发小型模块化反应堆时表示，“欧洲希望参与其中。”
她表示，这笔资金将来自欧盟的排放交易体系。她说：“我们希望这项技术能在本世纪30年代初投入运行。”
冯德莱恩表示，中东战争导致的能源价格飙升“ 残酷的提醒”了欧洲作为化石燃料进口国的脆弱性。她还强调了增加可再生能源和核反应堆发电量的重要性。
