美联储此前已多次表示，若没有国会明确授权，不会发行数字美元。与此同时，多名美国议员近期也联名致信国会领导层，呼吁永久禁止 CBDC。众议员 Ralph Norman 表示，与现金不同，CBDC 可能允许政府追踪交易并监控个人支出行为，因此必须通过永久禁令来保护美国人的隐私与自由。
值得注意的是，美国众议院去年已通过《Anti-CBDC Surveillance State Act》，禁止美联储直接向个人发行 CBDC。Cruz 也持续推动参议院通过类似立法。
