今年的政府工作报告提出，坚持把发展经济的着力点放在实体经济上，因地制宜发展新质生产力，建设现代化产业体系。全国人大代表、湖北省咸宁市市长杨军表示：“我们将遵循产业发展规律，坚持以市场导向锚定产业方向，以科技创新赋能产业发展，推动产业聚链成群，实现高质量发展。”
杨军代表说，结合产业基础和特色优势，咸宁紧盯全省“51020”先进制造业产业集群和武汉市“965”现代化产业体系建设，融通产业链、创新链、资金链、人才链，在更大范围推动各类资源要素充分流动、高效配置。
杨军代表认为，统筹抓好产业体系和产业集群建设对推动高质量发展至关重要。咸宁按照五大千亿级支柱产业的发展方向，将全市各类企业整合成20个重点产业集群，实施链群发展战略。“聚合政策、项目、资金、人才等资源，推动产业从简单‘物理组合’向发生‘化学反应’转变。”杨军代表说，今年，咸宁力争培育省级以上专精特新中小企业30家、制造业单项冠军示范企业6家，市级创新试点企业100家。
