该提案由美联储与货币监理署和联邦存款保险公司协调制定。根据巴塞尔委员会 2022 年最终确定的全球加密框架，比特币被归入监管机构认为难以对冲且固有波动性的第 2b 组资产，面临 1250% 的风险权重。这意味着银行持有 1 亿美元比特币敞口，将被视为 12.5 亿美元风险加权资产，需为此持有约 1 亿美元资本。
