罚单显示，该分行的主要违法违规行为是：贷款管理严重不尽职等。
针对以上问题，国家金融监督管理总局曲靖监管分局对中国民生银行股份有限公司曲靖分行罚款70万元；对责任人袁贤正予以取消终身的银行业董事、高级管理人员任职资格，禁止7年从事银行业工作的行政处罚；对责任人杨彬予以禁止3年从事银行业工作的行政处罚；对责任人龙峻处以警告。
