期货日报网讯“截至2025年底，全国新能源汽车保有量已达4397万辆，但随着质保期陆续届满，大量车辆即将涌入售后市场，而与之配套的维修行业标准体系尚未建立，存在多重风险。”全国人大代表、赣锋锂业董事长李良彬在今年全国两会上提出建议，呼吁尽快构建新能源汽车维修行业标准体系，推动行业规范化发展，保障消费者权益。
根据工业和信息化部规定，自2016年起，新能源乘用车“三电”核心部件（电池、电机、电控）需提供至少8年或12万公里质保。该政策于2022年修订后，覆盖所有家用新能源汽车。据此测算，到2026年至2028年，全国将迎来首批超过300万辆新能源汽车“过保”，2029年之后，过保车辆数量将大幅攀升。
“庞大的过保车辆与薄弱的售后维修体系之间的矛盾正日益凸显。”李良彬指出，当前,新能源汽车维修面临“天价”难题。除了高昂的成本，维修市场的乱象也日益突出。
为此他建议，一是制定新能源车维修行业发展规划。二是推动传统汽车维修行业转型。三是破除新能源车企在维修市场的垄断。四是引导新能源车企逐步放开维修授权。五是加快新能源车维修行业人才培养。
