美国驻世界贸易组织大使表示，在喀麦隆召开重要会议之前，他无法接受一份改革该贸易组织的计划草案。

　　以挪威为首的多个国家，为准备 3 月 26—29 日在喀麦隆举行的贸易部长会议，已就一份改革立场文件密集磋商数月，本次会议主要议题正是 WTO 改革。

　　这场争议的背景是：外界担忧，如果这个已有 30 年历史的全球贸易监督机构不尽快改革，未来全球贸易规则可能会在该机制之外制定。

　　美国大使约瑟夫・巴伦在周五的一份声明中表示：

　　“我们不能接受一份在我们看来会破坏我们共同推进努力的工作计划。”他补充说，相关讨论尚不成熟，立场文件草案中的表述存在模糊之处。

　　美国本周在日内瓦会议上提出的反对意见，使得本次会议无法就改革达成协议—— 因为世贸组织全部 166 个成员必须协商一致才能作出决定。

　　巴伦强调，美国政府有着雄心勃勃的改革议程，并表示期待听取其他国家的立场。
