作为中国电信政企双线之一的“组网专线”业务，其发展与另一线的“互联网专线”规模相当，共同使得政企双线业务成为集团政企战略的核心。不过，随着政企业务的深入发展，组网专线业务也逐步进入“疲态”，2025年全年就有21家省公司该项业务收入下滑，具体什么原因呢？

据悉，中国电信2025年组网专线收入累计完成260多亿元，比互联网专线收入略低了几十亿元，且同比下滑4%左右。

这一背后，集团内共计10家省公司组网专线业务收入实现正增长，还有21家省公司为负增长，其中较为严重的包括浙江电信、吉林电信、河北电信等等。

其实，这一情况并不意外。

据运营商财经网通信业务部主任刘慧敏分析，当前，三大运营商在组网专线业务上的竞争本就激烈，价格战频发，为了争夺客户，运营商可能降低了产品价格或提供附加优惠，这也会进一步压缩利润空间，影响收入增长。

此外，与互联网专线相比，组网专线成本高，使用场景不如互联网专线，随着需求的萎缩，增长乏力也属正常。
