ChainCatcher 消息，据市场消息，特拉华州两名立法者提出《特拉华银行现代化法案》（Senate Bill 16）与《特拉华支付稳定币法案》（Senate Bill 19），旨在为稳定币发行方建立许可证框架。
《稳定币法案》拟对在特拉华州运营的稳定币发行方及数字资产服务提供商实施许可证管理，采纳美国联邦《稳定币法案》（GENIUS Act）的相关定义与表述，并设定储备金短缺补救机制、强制赎回时限标准、资本要求及反洗钱义务等监管要求。若获批准，州银行专员将在规定期限内负责落实相关规则。《银行现代化法案》则主要针对传统金融机构的公司治理进行更新，同时引入数字资产定义，以提升监管确定性。两项法案目前仍需经参议院银行委员会审查及全体参议院辩论。
特拉华州长 Matt Meyer 表示，此次立法旨在吸引未来产业，并为居民提供更便捷的金融服务。
