3月11日，国际能源署（IEA）发表声明称，其32个成员国一致同意向市场释放4亿桶战略石油储备。此次释放的石油中，2.717亿桶来自成员国政府储备，1.166亿桶来企业储备，并有2360万桶来自其他渠道。其中，约72%为原油，28%为成品油。15日IEA发布的公报显示，相关释放将很快启动，美洲和欧洲成员国的库存计划从3月底起陆续投放市场。

　　自美以对伊朗发动军事行动以来，海湾地区当前原油及成品油出口量已不足冲突前水平的10%。供应受阻直接推升油价，国际原油期货价格从3月2日77.74元/每桶攀升至13日103.14元/每桶，涨幅达到32.67%。为缓解国际油价飙升对全球经济以及通胀带来的不利影响，IEA协调成员国释放4亿桶战略储备，相当于20天通过霍尔木兹海峡运输的石油总量。然而，释放战略储备虽能缓解短期市场冲击，但难以从根本上扭转供应缺口。目前，IEA成员国共持有12亿桶公共应急石油储备及约6亿桶受成员国政府管控的企业储备，当前释放的4亿桶及其他替代性来源仍无法完全填补海湾国家石油出口大幅下降所形成的供应缺口。加之伊朗新任最高领袖穆杰塔巴·哈梅内伊已明确表态将继续封锁霍尔木兹海峡，预计后期海峡通航恢复时间可能进一步延长。因此，此次释放主要为市场争取调整时间，但中长期国际油价走势仍取决于战事持续时长以及后续霍尔木兹海峡实际通行状况。
