金吾财讯 | 深圳市发展改革委3月23日发布《深圳市2026年优化市场化营商环境工作方案》，方案提出，拓宽民间投资领域。制定实施政府和社会资本合作新机制，持续加大向民间资本推介重大项目。支持民间资本参与具有一定收益的铁路、核电、水电、跨省跨区直流输电通道、油气管道、进口液化天然气接收和储运设施、供水等领域项目建设，对符合条件的项目民间资本持股比例可在10%以上。进一步加大政府采购支持中小企业力度，对超过400万元的工程采购项目中适宜由中小企业提供的，在预留该部分采购项目预算总额的40%以上专门面向中小企业采购的基础上，进一步扩大预留比例，鼓励采购单位将民营企业合同预付比例提高至合同金额的30%以上。
