ChainCatcher 消息，据 Cryptopolitan 报道，俄罗斯政府立法活动委员会已批准一项规范加密货币交易的法案，将允许该国加密交易所上线市值和交易量最大的数字资产。
根据法案，获准交易的加密货币需满足过去两年平均市值超过 5 万亿卢布（约 600 亿美元）、平均日交易量至少 1 万亿卢布（约 120 亿美元）且具备至少五年的交易历史。比特币、以太坊和 Solana 等主流加密货币符合这些标准。该法案赋予俄罗斯央行确定允许流通的数字资产清单的权力，并授权金融情报机构将特定加密货币列入黑名单，隐私币将被禁止交易。
加密货币和稳定币被认定为“货币资产”，普通俄罗斯公民的年投资额将被限制在 4000 美元以下。法案还规定，违规加密交易所将面临最高 100 万卢布罚款，非法挖矿实体最高可被处以 250 万卢布罚款，大规模非法挖矿可能面临最高五年监禁。
