　　中国发展高层论坛2026年年会于3月22日-3月23日举行，全球化智库（CCG）创始人兼理事长王辉耀在与新浪财经对话时表示，过去的提振消费措施如以旧换新和电器淘汰等政策效果不错。此外，他认为还有很大空间去提升广大农村地区的消费能力，尤其是三亿农民工群体。通过让他们的宅基地流转起来甚至可以交易、转让，赋予他们产权，有助于增强他们在城市的消费信心和能力，进而促进整体消费市场的繁荣。

　　王辉耀还表示，促进农村消费力提升的关键在于推动宅基地流转，这是最大的蛋糕和基础设施建设方向。通过宅基地流转，农民工可以购买城市二手房，实现消费升级，同时也有利于中国的城镇化进程和房地产市场的持续繁荣。

　　此外，他还表示，房地产行业可以为农村发展做准备，比如允许城市居民到农村购买房产，参与建设美丽乡村。这样既能够提升农村的城镇化消费水平，也能让城市与农村要素自由流动，创造更多价值。
