3月21日，据英国金融时报，欧盟委员会已敦促各成员国降低天然气储存目标，并采取渐进方式填补储备，以缓解市场需求压力。此前，伊朗战争冲击了关键供应方，并引发了能源价格飙升。欧盟能源专员Jorgensen指示欧盟各国能源部长，在供应紧张的情况下，不要急于补充本国已耗尽的天然气储备，而应利用灵活性来减少家庭和工业的需求。
各成员国应在注气季尽早将其天然气储存设施的注气目标降至容量的80%，比欧盟官方目标低10个百分点，以便为市场参与者提供确定性和保证。他建议各国逐步开始填充储备，以避免夏末的抢购潮给市场带来压力，同时将储气达标时间推迟至12月1日。这比当时俄乌冲突后通过的立法规定的时间晚了一个月。
