3月23日金融一线消息，中国银行间市场交易商协会发布关于优化债务融资工具基础层企业注册发行机制有关事项的通知。原第四类企业并入第三类企业实施注册发行管理，统称为基础层企业。原第四类企业在完成注册12个月后发行债务融资工具的，无需事前向交易商协会备案。基础层企业可就发行超短期融资券、短期融资券、中期票据、永续票据产品编制同一注册文件，进行有额度的统一注册。也可就发行各品种债务融资工具（含专项或主题产品）编制相应注册文件，按产品分别进行注册。统一注册及按产品分别注册，均可在注册有效期到期前3个月内再次报送注册文件。
