新华社北京3月30日电（记者 赵怡宁 戴小河）国家市场监督管理总局30日发布《关于进一步贯彻实施〈中华人民共和国反不正当竞争法〉的通知》，对准确把握贯彻实施反不正当竞争法的工作重点、积极推动反不正当竞争法有效实施等内容提出要求。

通知强调，综合整治“内卷式”竞争。着力防治平台经济、光伏、锂电池、新能源汽车等重点行业和领域“内卷式”竞争。精准辨识和依法查处平台企业无正当理由，利用搜索排名、经营评价等手段，强制或者变相强制平台内经营者以低于成本的价格销售商品。压实平台经营者处置不正当竞争行为的责任义务，督促平台明确平台内公平竞争规则。防止平台经营者借审核管理不当干预平台内经营者的自主经营权。

通知明确，强化网络不正当竞争行为监管。统筹好活力和秩序的关系，完善网络竞争规则，着力提升对网络不正当竞争行为的常态化监管水平。及时应对各类新型网络不正当竞争行为，有效规制利用数据和算法、技术、平台规则等实施不正当竞争行为。及时总结监管实践经验，推动研究制定《禁止网络不正当竞争条例》。

此外，通知还明确了防治大型企业等经营者拖欠中小企业账款、加强商业秘密保护、探索反不正当竞争域外执法等工作重点。
