采购内容包括但不限于：基于“宿企通”平台，构建以企业服务数据底座为基石、AI中枢为引擎、智能应用为载体的企业服务智能体，面向企业侧与政府侧分别赋能，提供企业需求精准理解、产业态势动态感知等服务，优化营商环境，赋能产业发展。

采用单一来源采购方式的原因及相关说明：

企业服务智能体平台的核心建设内容是基于“宿企通”平台构建智能化惠企服务，其移动端深度集成于“宿心办”APP。楚润数据集团作为“宿心办”的唯一授权建设运营单位和“宿企通”的唯一建设运维单位，因而具有不可替代性。经专家论证，本项目具有唯一性及不可替代性，根据《政府采购法》第三十一条和《政府采购法实施条例》第二十七条的规定，符合单一来源方式采购。
