据知情人士独家透露，2025年全年，中国电信产数领域ICT业务收入仍有26家省公司未达时序进度，这也凸显了这项业务发展的艰难。

据了解，中国电信产数业务发展中，ICT业务是其中一项重要组成部分，主要包括工业互联网、智能制造、智慧农业、智慧交通、云计算、大数据服务、物联网应用等。

然而，2025年只有5家省公司这项业务收入达时序进度，还有26家省公司未能达时序进度。

其中，达时序进度的几家省公司包括青海电信、宁夏电信、浙江电信、湖南电信以及重庆电信。

严重未达标的包括内蒙古电信、天津电信、山东电信、辽宁电信等。

那么为何这么多家省公司都未能达标呢？

首先，当前三大运营商政企市场竞争还是格外激烈的，不少省公司为了抢同一个项目“大打出手”，不停地打价格战，这也进一步挤压了营收和利润空间。

其次，当下三大运营商政企呆账、坏账规模持续扩大，此时再一味的大力发展，也不见得是好事。

在运营商财经网通信业务部主任刘慧敏看来，如今运营商政企业务发展不应该追求“量”，还是应该追求“质”，从之前的粗放型发展转变为精细化发展，短期内确实营收未达标，但这对今后的盈利或许是好事。
