ChainCatcher 消息，据 The Block 报道，韩国民主党计划将代币化现实世界资产（RWA）与稳定币纳入现有法律框架，相关条款已列入《数字资产基本法》提案。
提案要求代币化 RWA 发行方依据《资本市场法》将挂钩资产存入信托账户；稳定币则被定性为《外汇交易法》下的“支付手段”，由外汇主管部门监管，无需另行注册。小额稳定币交易豁免外汇申报，大额交易维持监管要求。
此外，提案禁止对闲置稳定币余额提供收益，并要求金融服务委员会制定稳定币互操作性技术标准。《数字资产基本法》为韩国第二套数字资产监管法规，已多次遭遇立法延迟，原定 2025 年推出时间表被推后。
