消息面上，4月2日，据国家烟草专卖局官网消息，国家烟草专卖局决定对7部电子烟监管政策文件的部分条款予以修改。据修改后的内容，将“实现总量管理下的供需平衡”修改为“实现供需动态平衡下的总量管理”，将对电子烟相关生产企业进行总量管理，依法依规核定产能和生产规模。
在多位业内人士看来，电子烟监管已经从框架建立阶段进入到精细化治理阶段。未来，电子烟监管将呈现调控精准化、监管差异化、管控全域化的趋势。电子烟产业将长期处于“限制性发展”通道，在严格产能的天花板下实现高质量发展。
