近日，国家融资担保基金（以下简称“融担基金”）与中国农业银行联合印发《关于协同推进民间投资专项担保计划 强化中长期信贷支持的通知》，率先对银担双方合作体系实施民间投资专项担保计划（以下简称“专项计划”）加强指导。数据显示，截至3月31日，农行已在全国17个省（区、市）落地专项计划业务，贷款规模14.78亿元，服务民营经济市场主体超过1000户。
据介绍，农业银行提出了“广覆盖、优产品、创模式、强支持”的工作目标，持续深化银担协同。一是推出适配中小微企业、个体工商户、农户、科技型企业等主体的14项重点产品，精准匹配经营主体中长期资金占用周期。二是创新“担保+供应链融资”“厂房按揭阶段性担保”等七大特色服务模式，切实破解抵押物不足、产业链增信难等融资痛点堵点。三是优化多个产品办理条件。针对原来必须由担保机构全额担保的业务，鼓励采用“风险分担+有代偿上限”的新型银担合作模式办理，合理延长部分产品贷款期限，切实降低企业综合融资成本。
