欧盟与美国正就关键矿产领域的协调合作接近达成协议。
据彭博获得的一份“行动计划”草案，双方拟通过设定最低价格等激励机制，为非主导市场供应商创造竞争优势。与此同时，双方还在寻求其他“志同道合的伙伴”加入多边协议，共同构建覆盖几乎所有现代技术领域的关键矿产供应链。
这一潜在协议将成为近期欧美紧张关系中难得的缓和信号。在贸易摩擦持续升温、双边关系承压的背景下，矿产领域的合作具有重要象征意义。
据彭博获取的草案文件，欧美双方拟签署一份不具法律约束力的谅解备忘录，合作范围将覆盖关键矿产“整个价值链及全生命周期管理”，包括勘探、开采、加工、精炼、回收与再利用。
在具体机制上，双方计划在标准制定、投资合作及联合项目方面展开协调，并针对供应中断情形建立应对机制。协议还可能涵盖联合公共采购、出口限制协调、战略储备以及矿产资源测绘等领域。
目前，上述文件正在欧盟成员国层面审议。据报道援引知情人士，草案内容仍可能发生变化。美国贸易代表办公室及欧盟委员会发言人均未回应置评请求。
