ChainCatcher 消息，日本政府在内阁会议上通过了《金融商品交易法》修正案。该修正案首次将加密资产（虚拟货币）作为金融商品进行监管，并禁止基于未公开信息进行买卖的内幕交易等行为。同时，要求加密货币发行方每年进行一次信息披露，以完善健康的市场环境。如果该法案在本届国会通过，预计最早将于 2027 财年实施。
此前，日本金融厅主要基于“作为支付手段使用”的定位，依据《资金结算法》对加密货币进行监管。但近年来，加密货币作为投资工具的使用不断增加，因此将其纳入《金融商品交易法》的监管框架。此外，已注册机构的名称也将从“加密资产交换业者”变更为“加密资产交易业者”。
同时，处罚力度也将加强：对于未注册从事销售的机构，监禁刑将从最高 3 年提高至最高 10 年，罚金则从目前的最高 300 万日元提高至最高 1000 万日元。通过加重处罚，进一步强化对投资者保护的立场。
