美国财政部长斯科特・贝森特表示，国会必须通过一项法案，为数字资产制定联邦监管规则。他再次呼吁出台相关规定，称这将确保加密货币的发展与投资牢牢扎根于美国。
贝森特敦促国会通过一项名为CLARITY Act的加密货币市场结构法案。
“数字资产市场的监管框架尚不明确，”贝森特周三时表示，并补充称这种不确定性带来了可预见的后果。
“越来越多的加密货币开发活动转移到了监管规则清晰的地区，比如阿布扎比和新加坡。在海外，企业清楚何时以及如何注册、需要满足何种标准、如何开展运营。在美国设立总部的优势，往往难以抵消其风险。”贝森特写道。
CLARITY Act旨在为数字资产制定联邦规则，也是加密货币行业多年游说的最终成果。加密货币企业长期以来一直认为，现行规则不适用于数字资产，要让企业在美国继续合法稳健运营，立法至关重要。
数月来，银行业与加密货币行业围绕该法案如何对待稳定币支付的利息及其他收益存在分歧，导致加密货币市场结构相关立法陷入停滞。银行方面一直推动在法案中加入禁止此类行为的条款。
美国众议院已于7月通过了该法案的对应版本。
今年2月，贝森特曾表示，在市场剧烈波动之际，该法案将“极大地安抚市场”。他还称，部分加密货币企业曾试图阻挠这项立法，但仍有一个跨党派议员团体希望推动其通过。
