ChainCatcher 消息，英国金融行为监管局（FCA）已发布加密资产框架最终草案。该新规拟于 2027 年 10 月 25 日将多数加密活动纳入《金融服务与市场法》监管范围。
根据方案，任何持有客户加密资产超过 24 小时或具备撤销客户权限能力的机构，均将被视为受监管的托管人，须持有完整保障牌照。验证者和节点运营商若提供收益或奖励复投等增值功能，将失去技术豁免。此外，英国境内稳定币发行商必须控制从发行到赎回的完整生命周期。相关机构须在 2026 年 9 月 30 日至 2027 年 2 月 28 日期间提交授权申请。
