消息面上，4月13日早间，国际油价大幅上涨，再次突破每桶100美元，WTI原油和ICE布油盘中最高均涨超9%。美伊在伊斯兰堡的谈判于4月12日结束，双方未能达成协议，霍尔木兹海峡对峙继续升级。特朗普12日发文称，美国海军将开始对所有试图进出霍尔木兹海峡的船只实施封锁，在国际水域拦截并查验所有向伊朗支付通行费的船只，同时清除伊朗在海峡布设的水雷。
美国中央司令部12日宣布，根据总统公告，自美东时间4月13日上午10时起，将对所有进出伊朗港口的海上交通实施封锁。另据中国新闻网，《华尔街日报》援引知情人士消息，美国总统特朗普及其幕僚正考虑在封锁霍尔木兹海峡的同时，恢复对伊朗的有限军事打击。
