决定书显示，融创房地产集团有限公司作为公司债券发行人，存在以下问题：2021年12月至2025年6月期间，公司存在未按规定及时披露发生未能清偿到期债务的情况；2022年至2025年上半年期间，公司存在未按规定及时披露发生资产被查封的情况。
以上行为违反了《公司债券发行与交易管理办法》《公司债券发行与交易管理办法》《公司信用类债券信息披露管理办法》的规定。
对此，天津证监局决定对融创房地产集团有限公司采取出具警示函的监督管理措施。
