罚单显示，中信银行股份有限公司扬州分行的主要违法违规事实（案由）为：以本行信贷资金转作银行承兑汇票保证金，虚增存款。
针对上述违法违规行为，国家金融监督管理总局扬州监管分局对其罚款50万元；对王伟（时任中信银行股份有限公司扬州分行公司银行部总经理）罚款5万元。
