4月13日，稳定币概念股盘初下挫，国泰君安国际跌超9%，云锋金融跌超7%，耀才证券金融跌近4%，渣打集团跌超2%。
消息面上，香港金管局正式发出首批稳定币发行人牌照，汇丰银行、渣打系碇点金融科技成功突围，成为首批持牌机构。这标志着香港稳定币监管制度的实施步入新阶段。根据持牌人的业务计划，待相关准备工作完成后，两家公司拟于未来数月内开展业务。
香港金融管理局总裁余伟文4月10日发文称，首批申请未获发牌照的机构，或在未来提出申请的机构，香港金管局会保持沟通及审视有关申请。对于日后增发牌照及时间性，当局持开放而谨慎态度，现阶段未有明确倾向。但他强调，发牌门槛相当高，即使将来再发牌照，整体牌照数量亦会“很有限”。
