据两位知情人士透露，白宫官员已邀请埃克森美孚、雪佛龙、西方石油、Continental Resources等主要石油公司的首席执行官参加周四的电话会议。因未获接受记者采访的授权，这两位知情人士为匿名发言。各公司代表未立即对此作出回应。白宫和能源部也未立即作出回应，而内政部则拒绝透露细节。
