此次封锁始于周日，系特朗普政府因伊朗未按停火协议要求开放霍尔木兹海峡而采取的报复性举措。恢复海峡通行是当前为期两周停火协议的核心条件之一。随着以色列与黎巴嫩于周四达成 10 天停火安排，伊朗随即宣布霍尔木兹海峡重新开放，但美方并未因此解除港口封锁。
数据显示，封锁落地超 24 小时内，美国海军已拦截 13 艘涉航船只。美方官员披露，该封锁已实质切断伊朗约 150 万桶 / 日的原油出口，对应单日出口额约 1.4 亿美元，经济施压效应显著，美方旨在通过此举倒逼伊朗在谈判中让步，尽快达成共识。
