ChainCatcher 现场报道，香港财经事务及库务局副局长陈浩濂在 2026 香港 Web3 嘉年华发表主题演讲。他指出，香港已发展为全球金融中心指数第三、亚洲第一的国际金融中心，为 Web3 创新提供了坚实基础。
他表示，去年发布的数字资产发展政策宣言 2.0 提出了 LEAP 框架，涵盖优化法律监管（L）、扩大代币化产品种类（E）、推进应用场景与跨界合作（A）、以及人才与合作伙伴发展（P）四大支柱。
他透露，香港目前已有超过 10 家持牌交易平台，金管局本月已发出首批两张稳定币发行人牌照，特区政府去年发行了第三批代币化绿色债券总为全球最大规模，并正积极制定数字资产交易服务提供者及托管服务提供者的监管制度。
