金吾财讯 | 英国下议院与上议院已就《烟草和电子烟法案》最终文本达成一致，出台具有里程碑意义的烟草禁令。该法案核心目标为打造政府所称的“无烟一代”，明确永久禁止向2009年1月1日及之后出生的人群出售烟草制品。这一禁令意味着目前17岁及以下的英国民众，未来将永远无法合法购买香烟、雪茄、草药烟草制品以及卷烟纸，从源头遏制新一代人群接触烟草，推动公共健康提升。
法案还将禁止向未成年进行电子烟和尼古丁产品的品牌推广和广告宣传，以免他们对尼古丁上瘾。另外，在载有儿童的汽车内，儿童游乐场、学校、医院等地点禁止电子烟。分析认为，英国政府官员们希望通过该法案，随着时间的推移彻底结束烟草制品的销售，打破成瘾的恶性循环以及与烟草相关的种种弊端。
