ChainCatcher 现场报道，Solana 基金会总裁 Lily Liu 在 2026 香港 Web3 嘉年华发表主题演讲。她以宏观经济视角指出，全球生产、用户和资源均呈全球化分布，但资本形成并非如此，全球仅 14 个国家的 20 家证券交易所占据了 94% 的全球市值约 145 万亿美元，其中三分之二集中在美国。这意味着约 180 个国家几乎没有资本市场准入，其经济只能依赖债务而非股权融资，无法为本国公民提供所有权路径。
她提出“互联网资本市场”愿景，任何地方的任何资产都可以向全球任何人募集资本，以美元定价并在开放轨道上结算。稳定币是这一愿景的关键基础设施，使任何国家都能参与全球金融体系，而 Solana 提供底层的结算层和执行层。她还以“普遍基本所有权”（UBO）对比 AI 时代被广泛讨论的“普遍基本收入”（UBI），认为区块链让任何拥有手机的人都能持有本国经济的一部分，这是数字时代的基本产权，不必走向将所有人置于福利体系的道路。
